காலநிலை மாற்றம் மற்றும் இயற்கை அனர்த்தங்களை எதிர்கொள்ளும் இலங்கையின் திறனை மேம்படுத்தும் நோக்கில், ஜப்பான் அரசாங்கத்தின் நிதியுதவியுடன் புத்தளத்தில் நிர்மாணிக்கப்பட்டு வரும் அதிநவீன டொப்ளர் வானிலை ரேடார் வலைப்பின்னல் (Doppler Weather Radar Network) திட்டத்தின் கட்டுமானப் பணிகளை இலங்கைக்கான ஜப்பான் தூதுவர் இசோமாதா அக்கிரா இன்று (22) நேரில் பார்வையிட்டு ஆய்வு செய்துள்ளார்.


ஜப்பான் அரசாங்கத்தின் நேரடி மானிய உதவியின் கீழ் முன்னெடுக்கப்படும் இத்திட்டத்திற்காக சுமார் 2.66 பில்லியன் ஜப்பான் யென் ஒதுக்கீடு செய்யப்பட்டுள்ளதுடன், இதன் மொத்த திட்டச் செலவு சுமார் 3.04 பில்லியன் ரூபாவாகும். இந்த அதிநவீன ரேடார் கட்டமைப்பானது முழுமையாக நிறுவப்பட்டு இயங்கத் தொடங்கும் போது, நிகழ்நேர வளிமண்டலக் கண்காணிப்பு (Real-time weather observation) மற்றும் குறுகியகால வானிலை முன்னறிவிப்புகளை (Short-range forecasts) மிகவும் துல்லியமான முறையில் மேற்கொள்ள முடியும் என எதிர்பார்க்கப்படுகின்றது. இதன் ஊடாக தீவிர வானிலை நிலைமைகள், திடீர் வெள்ளப்பெருக்குகள் மற்றும் புயல் உள்ளிட்ட இயற்கை அனர்த்தங்களால் ஏற்படக்கூடிய சேதங்களைக் கணிசமாகக் குறைத்து, நாடளாவிய ரீதியில் பொதுமக்களின் பாதுகாப்பை உறுதிப்படுத்துவதுடன், இலங்கையின் காலநிலைத் தாங்குதிறன் மற்றும் அனர்த்த முகாமைத்துவக் கட்டமைப்புகளுக்கு இது பெரும் பலம் சேர்க்கும் எனத் தெரிவிக்கப்பட்டுள்ளது.

දේශගුණික විපර්යාස සහ ස්වභාවික ආපදාවන්ට මුහුණදීමේ ශ්‍රී ලංකාවේ හැකියාව ඉහළ නැංවීමේ අරමුණින්, ජපන් රජයේ ප්‍රදාන ආධාර යටතේ පුත්තලම ප්‍රදේශයේ ඉදිකෙරෙමින් පවතින අතිනවීන ඩොප්ලර් කාලගුණ රේඩාර් ජාල (Doppler Weather Radar Network) ව්‍යාපෘතියේ ඉදිකිරීම් ප්‍රගතිය ශ්‍රී ලංකාවේ ජපන් තානාපති ඉසෝමාතා අකිරා මහතා අද (22) පෞද්ගලිකවම නිරීක්ෂණය කර තිබේ.


ජපන් රජයේ මූල්‍ය ආධාර යටතේ ක්‍රියාත්මක වන මෙම ව්‍යාපෘතිය සඳහා ජපන් යෙන් බිලියන 2.66 ක මුදලක් වෙන්කර ඇති අතර, එහි සමස්ත ව්‍යාපෘති වටිනාකම රුපියල් බිලියන 3.04 ක් පමණ වේ. මෙම උසස් තාක්ෂණයෙන් යුත් කාලගුණ රේඩාර් පද්ධතිය ස්ථාපිත කිරීම මඟින් තත්‍ය කාලීන කාලගුණ නිරීක්ෂණ සහ කෙටි කාලීන කාලගුණ අනාවැකි ඉතා නිවැරදිව හා කාර්යක්ෂමව නිකුත් කිරීමට හැකියාව ලැබෙනු ඇතැයි අපේක්ෂා කෙරේ. එමඟින් අයහපත් කාලගුණ තත්ත්වයන් සහ ස්වභාවික ආපදා හේතුවෙන් සිදුවන හානි අවම කරගනිමින් දිවයින පුරා ජනතාවගේ ආරක්ෂාව තහවුරු කිරීමටත්, ශ්‍රී ලංකාවේ ආපදා කළමනාකරණ සහ පූර්ව අනතුරු ඇඟවීමේ ක්‍රියාවලිය තවදුරටත් ශක්තිමත් කිරීමටත් මෙම ව්‍යාපෘතිය මහෝපකාරී වනු ඇත.

Ambassador of Japan to Sri Lanka, Isomata Akio, conducted an on-site inspection today (22) to review the ongoing construction progress of the advanced Doppler Weather Radar Network project currently being established in Puttalam to bolster Sri Lanka’s climate resilience and disaster response capacities.


Funded under a grant assistance initiative extended by the Government of Japan, approximately 2.66 billion Japanese Yen has been allocated toward the initiative, carrying an estimated project footprint of around 3.04 billion Sri Lankan Rupees. Upon operational commissioning, the sophisticated radar facility will empower local meteorological authorities to execute high-precision, real-time atmospheric observation and reliable short-range weather forecasting. This technological enhancement will substantially mitigate human and economic vulnerabilities triggered by extreme precipitation and natural disasters, ensuring broader public safety while fortifying Sri Lanka's national disaster preparedness and climate adaptation frameworks.
