இலங்கையில் இதற்கு முன்னர் பெரும் அதிர்வலைகளை ஏற்படுத்திய எயார்பஸ் கொடுக்கல் வாங்கல் ஊழல் விவகாரத்தை விடவும் பல மடங்கு பாரிய அளவிலான சுமார் 54 மில்லியன் அமெரிக்க டொலர் நிதி மோசடி மற்றும் சட்டவிரோத சர்வதேச பணப் பரிமாற்றங்கள் தொடர்பான புதிய அதிர்ச்சித் தகவல்கள் சுவீடன் நாடு மற்றும் அமெரிக்க நீதித்துறை வட்டாரங்கள் ஊடாகக் கசிந்துள்ளன.
சர்வதேச நிதிப் புலனாய்வு அறிக்கைகளின்படி இந்த மோசடியின் பின்னணி 2008 ஆம் ஆண்டிலிருந்து ஆரம்பமானதாகக் கூறப்பட்டாலும், இலங்கையிலுள்ள பல்வேறு வங்கிக் கணக்குகளுக்கு 2013 ஆம் ஆண்டு முதல் மில்லியன் கணக்கிலான அமெரிக்க டொலர்கள் சட்டவிரோதமாகப் பரிமாற்றப்பட்டுள்ளமை தற்போது வெளிச்சத்திற்கு வந்துள்ளது. முன்னாள் ஜனாதிபதி மஹிந்த ராஜபக்ஷவின் ஆட்சிக் காலமான 2013 காலப்பகுதியில், இல்லாத ஒரு திட்டமான CPCU (Collateralized Purchase Credit Units) எனும் சர்வதேச முதலீட்டுத் திட்டத்தைக் காட்டி அமெரிக்கக் குடிமக்களிடம் இருந்து பெரும் தொகை நிதி திரட்டப்பட்டு மோசடி செய்யப்பட்டுள்ளதாக அமெரிக்க நீதிமன்ற ஆவணங்கள் சுட்டிக்காட்டுகின்றன.
இந்த மோசடி விவகாரத்தில் முதன்முதலில் இலங்கை ஊடகங்களில் வெளிவந்த நபராக ரியன்ஷி எட்வர்ட் (Rienzie Edwards) என்பவர் அடையாளம் காணப்பட்டுள்ளார். இவர் அப்போதைய நகர அபிவிருத்தி அதிகாரசபையின் அதிகார வரம்புக்கு உட்பட்டிருந்த நுவரெலியா குதிரைப் பந்தய மைதானத்தை (Racecourse) ரோயல் டர்ஃப் கிளப் ஊடாக 2012 ஆம் ஆண்டில் ஐந்து ஆண்டுகளுக்குக் குத்தகைக்கு எடுத்திருந்தார். அமெரிக்காவிலிருந்து அனுப்பப்பட்ட இந்த பாரிய தொகை, ரியன்ஷி எட்வர்ட்டின் கணக்கு, அவரது மனைவி புண்யாவின் கணக்கு, அசென்ஷன் (Ascension) கணக்கு மற்றும் மேகான்ஃபீல்ட் (Magonfield Construction) உள்ளிட்ட பல நிறுவன மற்றும் தனிநபர் கணக்குகளுக்குப் பல தவணைகளாக மாற்றப்பட்டுள்ளமை கண்டறியப்பட்டுள்ளது.
இந்த சட்டவிரோத பணப் பரிமாற்றங்கள் தொடர்பான விபரங்களை அமெரிக்க அரசாங்கம் கடந்த 2016 ஆம் ஆண்டு டிசம்பர் மாதத்திலேயே உத்தியோகபூர்வமாக இலங்கை அதிகாரிகளுக்கு அறிவித்திருந்தது. இருப்பினும், நிதி மோசடி விசாரணைப் பிரிவின் (FCID) முன்னாள் சிரேஷ்ட பிரதி பொலிஸ் மா அதிபர் ரவி வைத்தியலங்கார இந்த விசாரணைகளை முறையாக முன்னெடுக்காமல், கோடிக்கணக்கான பணத்தைப் பெற்றுக்கொண்டு மூடிமறைத்ததாகவும், தனியாக ஒரு நிறுவனத்தை ஆரம்பித்து விசாரணைக் கட்டமைப்பை முறைகேடாகப் பயன்படுத்தியதாகவும் கடுமையான குற்றச்சாட்டுகள் முன்வைக்கப்பட்டுள்ளன.
மேலும், ரியன்ஷி எட்வர்ட்டை அரசியல் ரீதியாகப் பாதுகாக்கும் வகையில் நல்லாட்சி அரசாங்கத்தின் முக்கிய அமைச்சரான நவீன் திஸாநாயக்க செயற்பட்டதாகக் கூறப்படுகின்றது. 2016 ஆம் ஆண்டில் குறித்த CPCU திட்டத்திற்காக ரியன்ஷி எட்வர்ட்டுடன் நவீன் திஸாநாயக்க ஜப்பான் நாட்டுக்குப் பயணம் மேற்கொண்டதாகவும், அதே காலப்பகுதியில் நுவரெலியா குதிரைப் பந்தய மைதானத்தை 30 வருட நீண்டகாலக் குத்தகைக்கு ரியன்ஷி எட்வர்ட்டிற்கு வழங்குவதற்கான திட்டங்கள் முன்னெடுக்கப்பட்டதாகவும் தகவல்கள் தெரிவிக்கின்றன.
இவ்விவகாரம் தொடர்பாக கடந்த 2019 ஆம் ஆண்டில் குற்றப் புலனாய்வுத் திணைக்களம் (CID) கொழும்பு கோட்டை நீதவான் நீதிமன்றத்தில் பி-அறிக்கையொன்றைத் தாக்கல் செய்திருந்தது. தற்போது அமெரிக்காவின் வொஷிங்டன் டி.சி. மாவட்ட நீதிமன்றத்தில் அமெரிக்கப் பிரஜைகளை ஏமாற்றி முதலீடுகளைப் பெற்று மோசடி செய்தமை தொடர்பில் வழக்கு விசாரணைகள் மிகத் தீவிரமாக நடைபெற்று வருகின்றன. இக்குற்றச்சாட்டுக்கள் தொடர்பான விரிவான ஆவணங்கள் குற்றப் புலனாய்வுத் திணைக்களத்திடம் நிலுவையில் உள்ளதாகவும், சர்வதேச அளவில் இடம்பெற்ற இந்த பாரிய நிதி மோசடியின் உண்மைகள் அடுத்தடுத்து வெளிவரும் எனவும் எதிர்பார்க்கப்படுகின்றது.

ශ්රී ලංකාවේ මීට පෙර දැඩි ආන්දෝලනයක් ඇති කළ එයාර්බස් ගනුදෙනුව පරයන තරමේ අමෙරිකානු ඩොලර් මිලියන 54 කට අධික දැවැන්ත මූල්ය වංචාවක් සහ නීති විරෝධී මුදල් විශුද්ධිකරණයක් සම්බන්ධයෙන් ස්වීඩනය සහ අමෙරිකානු අධිකරණ ආරංචි මාර්ග ඔස්සේ නවතම තොරතුරු රැසක් අනාවරණය වී තිබේ.
අදාළ විමර්ශන වාර්තාවලට අනුව මෙම වංචාවේ ආරම්භය 2008 වසර දක්වා දිවෙන නමුත්, 2013 වසරේ සිට ශ්රී ලංකාවේ පිහිටි විවිධ බැංකු ගිණුම් වෙත මිලියන ගණනින් ඩොලර් මුදල් සංසරණය වී ඇති බවට තොරතුරු ලැබී ඇත. හිටපු ජනාධිපති මහින්ද රාජපක්ෂ මහතාගේ පාලන සමයේදී ලෝකයේ කිසිසේත්ම නොපවතින CPCU නම් ව්යාජ ආයෝජන ව්යාපෘතියක් පෙන්වා අමෙරිකානු පුරවැසියන් රවටා උපයාගත් ඩොලර් මිලියන ගණනක මුදල් මෙලෙස මෙරටට එවා ඇති බව වාර්තා වේ.
මෙම වංචා ක්රියාවලිය සම්බන්ධයෙන් ශ්රී ලංකාවේදී ප්රථමයෙන්ම හෙළිදරව් වූ ප්රධාන චරිතය වන්නේ රියන්සි එඩ්වඩ් (Rienzie Edwards) නැමැත්තාය. නාගරික සංවර්ධන අධිකාරිය යටතේ පැවති නුවරඑළිය තුරඟ තරග පිටිය රෝයල් ටර්ෆ් ක්ලබ් (Royal Turf Club) හරහා 2012 වසරේදී වසර පහක කාලයකට බදු පදනම මත ලබාගෙන තිබුණේද මොහු විසිනි. අමෙරිකාවෙන් එවනු ලැබූ මෙම සැකකටයුතු මුදල් රියන්සි එඩ්වඩ්ගේ පෞද්ගලික ගිණුමටත්, ඔහුගේ බිරිඳ වූ පුණ්යාගේ ගිණුමටත්, අසෙන්ෂන් (Ascension) හා මැගොන්ෆීල්ඩ් (Magonfield Construction) යන සමාගම් ගිණුම් ඇතුළු තවත් පාර්ශ්ව කිහිපයක ගිණුම්වලටත් බැර කර තිබේ.
මෙම මහා පරිමාණ මුදල් විශුද්ධිකරණය පිළිබඳව 2016 වසරේ දෙසැම්බර් මාසයේදී අමෙරිකානු බලධාරීන් විසින් ශ්රී ලංකා රජය වෙත නිල වශයෙන් දැනුම් දී තිබුණි. එසේ තිබියදීත්, එකල මූල්ය අපරාධ විමර්ශන කොට්ඨාශයේ (FCID) හිටපු ජ්යෙෂ්ඨ නියෝජ්ය පොලිස්පති රවී වෛද්යලංකාර මහතා මෙම පරීක්ෂණ නිසි ලෙස ඉදිරියට ගෙන නොගොස්, අතිවිශාල මුදලක් ලබාගනිමින් පෞද්ගලික ආයතනයක්ද පිහිටුවා මෙම විමර්ශනය යටපත් කළ බවට බරපතළ චෝදනා එල්ල වී තිබේ.
මීට අමතරව, යහපාලන ආණ්ඩු සමයේදී රියන්සි එඩ්වඩ් සහ රවී වෛද්යලංකාර ආරක්ෂා කිරීම සඳහා දේශපාලන රැකවරණය ලබාදුන්නේ නවීන් දිසානායක මහතා බවටද කරුණු අනාවරණය වේ. 2016 වසරේදී මෙම CPCU ව්යාපෘතිය වෙනුවෙන් රියන්සි එඩ්වඩ් සමඟ නවීන් දිසානායක මහතා ජපානයට ගොස් ඇති බවත්, එම වසරේදීම නුවරඑළිය තුරඟ තරග පිටිය වසර 30 ක දීර්ඝකාලීන බදු පදනමක් මත රියන්සි එඩ්වඩ් වෙත ලබාදීමට කටයුතු සම්පාදනය කළේද නවීන් දිසානායක මහතා බවත් සඳහන් වේ.
මෙම සංකීර්ණ සිදුවීම සම්බන්ධයෙන් 2019 වසරේදී අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව (CID) මඟින් කොළඹ කොටුව මහේස්ත්රාත් අධිකරණයට බී වාර්තාවක් මඟින් කරුණු ඉදිරිපත් කර තිබුණි. දැනට අමෙරිකාවේ වොෂින්ටන් ඩී.සී. දිස්ත්රික් අධිකරණයේ විභාග වන මෙම නඩුව පදනම් වී ඇත්තේ නොපවතින ව්යාපෘතියකට අමෙරිකානු ආයෝජකයන්ගෙන් වංචනිකව ලබාගත් මුදල් විශුද්ධිකරණය කිරීම සම්බන්ධයෙනි. මේ පිළිබඳ පූර්ණ වාර්තා මෙරට අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුවේ සතුවද පවතින බවත්, ඉදිරියේදී නීතිමය ක්රියාමාර්ග ඔස්සේ සත්ය තොරතුරු හෙළිවනු ඇති බවත් අපේක්ෂා කෙරේ.

54 Million Dollar Scandal Linked to Sri Lanka: Comprehensive Details Emerge via US Court Proceedings

A comprehensive disclosure originating from Swedish sources and transcripts of ongoing legal proceedings in the United States has unveiled details of a massive international financial fraud and money laundering enterprise valued at approximately 54 million US dollars, substantially exceeding the dimensions of earlier high-profile financial controversies in Sri Lanka.
While regulatory documentation traces the preliminary framework of the fraudulent operation back to 2008, significant monetary flows into banking institutions in Sri Lanka materialized from 2013 onwards during the tenure of former President Mahinda Rajapaksa. Indictments filed in the United States outline how millions of dollars were solicited from American investors through a non-existent, fabricated investment vehicle known as CPCU (Collateralized Purchase Credit Units).
The primary central figure identified in connection with these transactions in Sri Lanka is businessman Rienzie Edwards. In 2012, Edwards had acquired the lease of the Nuwara Eliya Racecourse for five years via the Royal Turf Club, during which urban facilities fell under the purview of the Urban Development Authority. The proceeds originating from fraudulent activities in the United States were incrementally channeled into accounts operated by Rienzie Edwards, his spouse Punya, and legal business entities including Ascension and Magonfield Construction, along with multiple intermediary recipients.
Although United States law enforcement authorities formally notified the Sri Lankan government of these illicit transfers in December 2016, targeted probes were reportedly suppressed. Serious allegations of corruption have been leveled against the former Senior Deputy Inspector General of Police heading the Financial Crimes Investigation Division (FCID), Ravi Waidyalankara, asserting that substantial financial payoffs were received to halt the proceedings and that administrative mechanisms were diverted through privately established enterprises.
Furthermore, reports link prominent political figures of the Yahapalana administration, alleging that former Minister Navin Dissanayake extended political backing to safeguard Rienzie Edwards and former Senior DIG Ravi Waidyalankara. It is noted that Dissanayake accompanied Edwards on an official visit to Japan in 2016 in connection with the CPCU scheme and facilitated arrangements intended to lease the Nuwara Eliya Racecourse to Edwards on an extended 30-year lease agreement.
The Criminal Investigation Department (CID) subsequently submitted an exhaustive B-report on the transnational enterprise before the Colombo Fort Magistrate’s Court in 2019. The judicial proceedings currently active in the United States District Court for the District of Columbia focus on the deceptive harvesting of funds from American citizens under phantom financial guarantees. With critical case files preserved by Sri Lankan investigative authorities, further outcomes are poised to emerge from transnational legal processes.
